Attention: To align with new corporate security policies, and to match policies adopted by other communities within Oracle, the My Oracle Support Community access requirements will change beginning September 18, 2025. Quick question, doesn't new tools patch also include tools upgrade??

Like going for 8.58.11 to 8.61.04, do i need to download 8.61.00 first and then 8.61.04 patch? Or does downloading 8.61.04, also get me 8.61 as well.
