Only one Dispatcher within Domain Status

PeopleTools 8.61

In one of our non-prod environments, only the machine PSMSGDSP is appearing under the dispatcher status. In other environments, there are three machines displayed, PSBRKDSP, PSPUBDSP and PSSUBDSP.

What would cause only one node to be show if the app server was configured using a 'small' template during the creation. From Doc ID 1942276.1 , only one node will show up if a development template is utilized. But that's not the case.
