Certain Business Unit are not creating or posting to Journal Generate

We have several different GL Business Unit. We recently created a new process that uses a PS_JGEN_ACCT_ENTRY to load data to the FS_JGEN. In other words we are using a third party system to create journals to be posted into the PeopleSoft system. When we have 1 transaction with a debit and credit that is going to two different GL Business Unit; the GL 02 unit doesn't pull over. If the transaction is within the same GL Business Unit (GL 01) then the Journal is created and posted correctly. But when it is going to different GL
