PeopleTools 8.59.21 DAT file name must be 18 characters or less bug?

A PeopleSoft administrator told me there is an 8.59.21 bug that mandates DAT file names be 18 characters or less. I can't find a bug that matches what they are saying. Has anyone heard of this?
