SSI Voucher Source Match Exceptions Not Notifying Like Other Sources

Notifications to a specific role from one of our match rules is working fine for all voucher sources except SSI. I also discovered that where other vouchers sources are creating entries on the AP_MTCH_EXP_DTL table - so not logging matchex history for these vouchers.
I found Doc ID 2816237.1 which mentions a similar issue, but it doesn't make sense.
These SSI vouchers go through a review and approval process after they're submitted in eSettlements from our supplier users. Once this 'pre-approval' completes, only then does the voucher build job pick them up from QV tables for voucher creation. Matching does not do anything with them prior to that. Once they become a voucher, they should behave like any other. And these SSI vouchers do - the match rules trigger or not based upon the match engine. BUT they are not logging history records like the other sources and they are not sending notifications like
