Peoplesoft Component Labels not translating to Spanish or French language.

Application Release HRMS and Campus Solutions 9.20.00.000
Tools Release 8.58.05

The delivered components (i.e. Ethnic Group or Marital Status) change label to their Spanish or French equivalent labels. Our custom component remains in English.

I did add the component for ESP and FRA here:
PeopleTools > Translations > Translate System Definitions > Components

But still no luck. What configuration am I missing or doing wrong?
