Not receiving worklist notification for OTL Timecard

Hello,

All of a sudden we are not receiving timecard notifications. For example, employee submits a timecard. it is in submitted status, but the approver does not see it under the worklist notification.

I also do not see anything under status monitor when searching for the employees timecard. Any suggestions?

Workflow background process is running every 5 minutes.

We are on 12.2.9, OCI
