Is it possible to assign others privilege different to Domain Admin in Active Directory?

Hello

I have an admin user that was created on Active Directory to manage users throught AD connector on AD target system, this admin users belong to Domain Admin to assign/revoke group on AD target system, but I'm facing the next situation: AD administrators want removing the admin user from Domain Admin and they are asking the below question: If it's possible one admin user that is created on AD target system to perform of CRUD of users throught AD connector with others privileges that let it performs CRUD users like Domain Admin?
