Allowing the use of & chars in the BillingInterfaceExcelUpload

We are on PeopleSoft PUM22 and use the BillingInterfaceExcelUpload very frequently where users have identifiers that have the & char in it. When generating the XML and post we receive an error message that a semi colon character was expected.

When removing the lines with these identifiers it works just fine. Is there a way to workaround this and allow the use of these characters
