Rman duplicate command / pdb services names inaccessible

I have an interesting issue. I'm trying to clone a database using the rman duplicate command. The source or target database contains one container and one pluggable database.

The duplicate command works fine, the issue is with the pdb. I noticed when the duplicate finishes the container and pdb in the destination for auxiliary instance are left in open mode.

When both the source and destination databases run on the same server, I end up with two container databases that register a pluggable database with the same name, which looks like this on the listener:
