BI Fluid Workcenter and "Actions" dropdown

We're working this through an SR as well but also know there are lots of people that can contribute. We're looking for any insight on the ability to limit the allowable "Actions" on many of the My Work Pagelets. We are thoroughly confused by what has been delivered (FSCM9.2, PUM52 / Tools 8.60.19), and how we go about setting it up to appropriately limit the options to users that have access.

We can see in the Billing Workcenter (FS_BI_WORKCENTER_DASHBOARD) where the classic version continues to look to Portal Content References when building out the allowable lists. However, for the Fluid, we can see some of the same logic as well as the Related Actions Configuration within PeopleTools, plus the logic within BI_WORKCENTER_FL_RA, but we still aren't getting the list of actions being reduced by "access".
