oracle 19 dataguard environment autostart

I have an Oracle 19 installation without Oracle Restart installed. This is a simple setup with one primary database and one physical standby (both single instance). I assume this note still applies for doing a restart in an Oracle 19 dataguard environment:

How to Start Databases Automatically Correct Mode and Start Recovery on Standby After O.S. Reboot (Doc ID 883196.1)

The note says

Applies to:
Oracle Database - Enterprise Edition - Version 9.2.0.1 to 11.1.0.6 [Release 9.2 to 11.1]

Use DGMGRL to start the database.
Note: In order to use DGMGRL to start the database, you must have parameter dg_broker_start=true
When database is started from DGMGRL, it starts the database in mode according to database_role.
