PURGEOLDUSRS Not Authorized (90,6)

PeopleTools 8.60.14

I'm testing PURGEOLDUSERS (PeopleTools > Security > User Profiles > Purge Inactive User Profiles) in our test environment. However, the the system process asks itself to make a design on a Warning that it obviously cannot make a choice for itself.

I get about 80 lines in the stdout file saying:

Warning -- Select OK to confirm deletion of User Definition or select Cancel. (48,122)

And a couple of lines in the same file saying:

Not Authorized (90,6)

Why is the system process asking itself to make a decision? I have run this process as myself as a Global System Admin will all access, and as a PS user and neither work.
