Access Policy Provsion and Deprovision

I have a student_active policy that has AD ,LDAP and Google as Provisioned applications .

I have student_inactive policy that has AD ,LDAP and Google as Provisioned applications .

For a user when I add the student with student_active AD,LDAP and Google got provisioned

Then I added the student_inactive and remove the student_active , I saw Google and AD got disabled .I am confused as I dont want any resource to get disabled.
