Access POlicy Evaluation Not working

The job is running but no resources are being provisioned

I see this in log

Caused by: java.lang.Exception: Policy Evaluation is still not in progress after waiting for 5 minutes i.e. USER_PROVISIONING_ATTRS.POLICY_EVAL_NEEDED=0 & USER_PROVISIONING_ATTRS.POLICY_EVAL_IN_PROGRESS=1 for userKey: 7935
... 47 more\

But for user with userKey: 7935 POLICY_EVAL_NEEDED is 0 and POLICY_EVAL_IN_PROGRESS is 0

So why is Evaluate Policy Job not doing anything for other users
