Getting Error while rescheduling the ECO through API

I am getting below error message while trying to change the Effective date for existing eco through API. i have tried to passing the both ECO header and revised item details and only revised item details as per the below Oracle Document but still i am getting same error. does any one know how to fix this issue

Error Msg: Failed Updation BOM  You cannot update or delete revised item INV-I25XXXXX3 since it does not exist on ECO 2249XXXXXO. An error occurred while processing business object 2249XXXXXO in organization MVO. Please check the data in this business object and re-run the import process.
