Unable to move TRN from Default to line record

In Oracle Account Receivables > Tax Registration Number (TRN) is populated at "Default Reporting Tax Registration Number" with no other record.

Navigation - Receivables Customer Maintenance responsibility > Standard > Search the customer > Under Account level click on Details > Under site level > Click on Details > Tax Profile >

When I am copying the existing TRN at header to create a line record for the same TRN. Oracle is prompting error "Tax Registration Number - This tax registration number is already in use for party type: Third Party Site, party name: UNION XXXXXXXXX., and party site name: HAMBURG-XXXXXX for the same period."

Kindly suggest how can this be achieved?
