looking for insights to address a billing interface error

I am looking to see if anyone is able to provide insight on a biling interface issue within peoplesoft we are currently seeing with contracts and projects. We noticed that the billing interface did not create billing worksheets for some of our transactions and believe the issue is with data in the PROJ_RESOURCE table. The transaction ids for the missing worksheets have empty BUSINESS_UNIT_BI field values in the PROJ_RESOURCE table and aslo do not have any accompanying data in records ps_BI_EXTRCT_LINE or ps_BI_EXTRCT_PROJ. We believe this might be due to misconfiguration or bad data but do not have an
