Override transactions checkbox is not active on a journal that has edit check budget errors

Hi,

I have a GL journal that has budget errors (control ledger - exceeds budget tolerance). Normally the override transaction checkbox is active and i check the checkbox and rebudget check the journal to get past the errors. But for some reason in the GL journal the override transaction checkbox is not active. There 1150 lines with the exception "exceeds budget tolerance" error. The Override budget check box is active but I don't want to have to check all 1150 override budget check boxes.

I know I have the security to do the override transactions because I can do it with another journal. I don't think it is a security issue.
