Fluid Grids (on Pages)/Lazy Grids/Lazy scrolling

It seems Lazy Grid functionality was introduced to improve performance for grids loading a large number of rows. For example - Direct Reports Person Selector Page and limiting the rows via "Occurs Count" or "Direct Report Configuration Interface page - Max Rows Fetch" parameter has no effect on limiting the initial number of rows that get loaded.

What is the alternative to limiting Lazy Grid from loading all the rows for a page?
