Heterogenous Services connections broken after applying July 25 CPU to 21c database home

I applied the July 2025 CPU patch bundle to my Oracle Database 21c database home. Shortly after applying that patch an integration we have to a SQL SERVER database via the gateway (heterogenous services) started dropping connections. We experienced intermittent failures while running batch jobs against the SQL SERVER database tables. Within the same script/job we would see the connection work and process some records then stop working and then start working again. After a day of troubleshooting, reviewing our network, and applying a couple potential fixes related to TNS timeouts with no success, we rolled
