Evaluation in Oracle EBS Sourcing

In a 2-stage RFQ, suppose we want to distribute the evaluation as 60% for the technical stage and 40% for the commercial stage. Is that possible, or does each stage need to have a total of 100% on its own?

In other words, we need to have the total score for Technical and Commercial =100
