How to setup Delegation tile for Financials

I see oracle documentation and it mentions

The Tile that takes the user to the Delegations Fluid Homepage (Dashboard) is defined in the Portal Structure (PeopleTools > Portal > Structure and Content), under Root > Fluid Structure Content > Fluid Pages > PeopleSoft Common Architecture > Delegations.Security for that Tile is derived from and defined in the Manage Dashboard Pages configuration component. Hence, set the security in the Manage Dashboard Pages component.

However we are not able to figure out where/how/what set the security in the manager dashboard pages component.
