Previous and Next button not working in Activity Guide

We are trying to create an activity guide with Service Type Application class. The peoplecode has been used in multiple steps with the same app class.

The peopelcode has GenerateQueryPortalURL to open multiple queries based on some criteria. The query is working as expected but once we click on the step, the previous and next button is not working.
