Does a GL journal need to be edit checked before it can be submitted for approval?

A user was able to submit a GL journal for approval without edit checking the journal.

The status of the GL journal was N,N when it was submitted.

During the submit process the journal was edit checked and had budget checking errors. Now, the journal is submitted for approval but in budget error. Is this working as designed or is this a bug?
