Issue with Summary Bars on Gantt Chart

I have been repeatedly having an issue with my summary bars not showing up on my Gantt chart. It doesn't seem to matter if I have the "Show Expanded Summary Bars" selected or deselected. I have tried changing the bar size/color, changing timescales, scheduling/calculating, nothing will make them show up.

Has anyone else experienced this issue?
