We are on tools 8.62. We are unable to figure out why a field called "Notification Name" is hidden and warning message appears at the top - Is there a particular configuration that is missing?

From Oracle Support - Register Transaction

From our Dev Env - "Notification Name" Field is missing

Does anyone have any solution? What global configuration is missing? Despite following this 2744246.1, we cannot make the field visible online at all.
