Get "Environment Management Components are Unavailable..." in PeopleTools 8.62

Anyone experiencing emHub file deployment issues in 8.62? Steps such as "Deploy files > File Type Code - CLASS" keep on failing in Change Assistant and the step log shows "Environment Management Components are Unavailable, retry or check the status of the Hub and Agents." This appears to occur regardless of whether or not you enable SSL for Change Asssistant or emHub.

Appreciate any input or solution/workaround you might have.
