Hi Experts,

I am getting this error while booting Appserver in one of non-prod - No significant changes done to environment.

I am able to fix it by server restart/DB restart. But any inputs on root cause would helpful.

Tech: RHEL8, PT8.60.09, Oracle 19c for HCM9.2
