8.60 INFR Deployment on Existing install

HI I attempting to apply CPU only patches to Peoplesoft 8.60.5 on Windows. I issue the command psft-dpk-setup.bat --psft_base_dir E:\PSFT --apply_infra_cpu. The process fails and when I review the logs I see the following:
