Budget Period Calendar closed but budget journal posted

Hello - I have a user that was able to create a budget journal with a open budget for the journal date and on the budget journal lines have closed budget periods. the journal was able to budget check successfully and be posted. Why does the Budget Status of Closed on the Budget Period Status of the Budget Definitions not stop the journal from erroring? How would I ensure that budget journals with closed budget periods error out and not be able to post.
