Timezone Upgrade R12.2 - 19c database

Hi Team,

We are trying to import a table from other DB into EBS database. We are facing below error.

ORA-39002: invalid operation
ORA-39405: Oracle Data Pump does not support importing from a source database with TSTZ version 43 into a target database with TSTZ version 18.

To fix this error, we are planning to upgrade TSTZ version of EBS DB from 18 to 43.

We are operating only in india and we have all users accessing from India. Upto my knowledge, our environment will not be impacted. In this case, can we apply the patches listed in table 1 given below. Can we skip applying patches to 10.1.2 home and FMW_HOME and also upgrading JDK version  in our case? Please kindly advice.
