Access for Bank accounts Multiple Entities

Legal Entity A has access to Bank Account A, and Legal Entity B has access to Bank Account B.

In our current scenario, users of Legal Entity A are not able to access Bank Account B, which belongs to Legal Entity B.

Requirement:
How to give access of Bank Account A users of Legal Entity B (or how should bank account access be correctly controlled between Legal Entity A and Legal Entity B)

Business Scenario, Legal Entity A has Created AP Invoice and Now they want to do Payment from Bank Account B which belongs to Legal Entity B. How this can be achieved????
