Is there a way to give access to a user for an activity guide that has already been completed?

We are using offboarding activity guide with employee and manager steps. The manager went in and completed the entire activity guide accidentally. They would like now to have access to their steps again. Is there a way to get this to work? I have tried changing the step to in-process but that did not give activity guide access on the offboarding tile for the manager.
