Update Manager Dashboard. navigation is missing from latest HCM-PUM 54

Anyone facing the issue with HCM PUM 54 "Upgrade manager" Dashboard missing. The Upgrade manager link redirect back to home page without doing anything.

PeopleTools > Lifecycle Tools > Update Manager > Update Manager Dashboard
