Why is the filter missing from the Billing WorkCenter Combo Edit Error entry under My Work / Except

PS Billing - Financials - 9.2.51. In the Billing WorkCenter attempting to set filter for the My Work - Exceptions Section. The Combo Edit Errors entry does not have a filter attached. I checked the Pagelet configuration and it says the standard Billing Filter should be attached. This true in the Prod, Test and Demo environments. Any ideas?
