Adding a question to the Financial Structure Request Template

Hello. Is there a step needed to deploy changes to existing Financial Structure Request(FSR) templates? When I try to add/update a question on the DEPTID template, it shows on the page but not in the record (ps_bo_req_t_qst) nor does it appear on new FSRs. Am I missing a step? Thanks.
