Peoplesoft SFTP connectivity issue

We're currently on PeopleTools 8.59.21, FSCM 9.2.049 running entirely on windows. We have an external SFTP URL setup as below, where we would have to send a file from PeopleSoft:

URLID: sftp://ip address/Inbox

We've set this one as a URL and provided the relevant password, user etc., in the URL properties. However, when trying to connect to the URL from PeopleSoft using file attachment test utilities or even ping the node, we're getting the following error.

App server log: EvalGetAttachment (error): return code (1) indicates attempt to download file from storage failed.
IB log: SFTPTargetConnector: ExternalSystemContactException: %Attachment_Failed Unable to connect to the SFTP server. (158,10645) (158,10001)
