Error received when trying to load Vouchers using the ExcelUploadforVoucher.xls process

To resolve the 'Login was not successful" error when trying to upload the ExcelUploadforVoucher.xls data, add WEBLIB_AP and WEBLIB_XMLLINK to Primary Permission list for the user. Navigation: PeopleTools > Security > Permissions & Roles > Permission Lists > open up primary Permission List > Web Libraries tab.

After checking the related doc, still facing the issue:

PT 8.62.05 tools, I have permission to ALLPAGES, which has web libraries access WEBLIB_AP and WEBLIB_XMLLINK.
