Unable to Install PeopleSoft Change Assistant 8.61.19 in Windows 2022

in PeopleTools and Lifecycle Management - PSFT (MOSC) Question

Hi, I am getting a weird error on where setup.bat is not working. I already deleted previous CA installations and the Program Data/PeopleSoft/Change Assistant and also cleared the temp folder but still the same. Anyone who experienced below same issue?
