PO Close Short Workbench Creating Negative Encumbrances When 1 Distrib Line Out of Multiple Not Exp

We use Commitment Control & have been trying to incorporate the PO Close Short Workbench into users practices as it returns unused released amounts back to the Supplier Contract by creating a Change Order and reducing down the Merchandise Amount.

We use Full Matching on all POs other then PCard use POs. Receiving is not heavily used. And unlike KB490474 we did not apply taxes to a Monetary Amount field on the voucher, as we're a government entity and tax exempt.

In practice we have found on a Amount Only PO set with matching 'Full Match' and receiving 'Due Not' where a distribution line from a multiple distribution line has not been vouchered against using the PO Close Short Workbench can cause encumbrances to go negative.
