Commitment Control option fields

In the Budget Definitions component (Commitment Control > Define Control Budgets > Budget Definitions) there are two pages with Commitment Control options.
1) Control Budget Options (KK_BUDG1). Field is KK_BUDGET_TYPE_CNTRL_OPTN
2) Control Chartfield (KK_BUDG4). Field is KK_CF_VAL_WRK_CNTRL_OPTN for each fund range (We are using Fund chartfields for the Ruleset and Control CF)

What is the difference between these two fields?
And what are the implications if these options do not match between the two pages?

They both have the same options in their dropdown (Control / Control Initial Document / Track w/o Budget / Tracking w/ Budget; the KK_BUDG4 page also has Default from Higher Level).
