PUM 55 install says it failed starting PeopleSoft domains. no source.properties file created either

in PeopleTools and Lifecycle Management - PSFT (MOSC) Question

PUM 55 install says it failed starting PeopleSoft domains. no source.properties file created either. install using native OS in windows 2022 server.
installed PUM 55 on WIN 2022 server in Microsoft Azure. applied required MS Azure fixes from KB fix before install.
all 3 domains did start even though it says failed. PUM 55 install says it failed starting PeopleSoft domains. no source.properties file created either.

the only failure it says is the domains did not start even though they did successfully. So i am GUESSING that's why no source.properties file.

follow all instructions correctly and this still all happened.

anyone else using MS win 2022 server getting these issues ? I opened a case and i all i got from the case is what (
