Its possible to define budget & Summary template without using Parent value for single value segment

Hi,

We are defining Summary level budget. Cost center segment has single value while accounts segment has multiple values. Is it possible to define budget and Summary template without using Parent value for Cost center segment? In summary template system allows either parent value or T/ D values only. D Value is not serving the purpose since it is creating Accounts in Funds Inquiry for all possible combinations. We need to define it at summary level.
