when approver changed a denied journal it is ready for posting

An approver denied a journal. The approver changes directly the journal, edit and want to submit. It appears that the journal is ready for posting and can not be submitted. So there is no 4 eye principle. The approver can change a journal edit and post. Did we forgot something in the configuration ?
