Team - Our environment has PeopleSoft version 8.56.13, I read from Oracle document that quarterly patch for 8.61/62 has some vulnerability and

Patchset 39575443: PT 8.61.21 PRODUCT PATCH DPK was released for the same, question is, does this apply to the version which we currently have 8.56.13, could you please let me know if any of the vulnerability associated with 8.61/62 will also impact the lower versions?
