Data Mover Error in PeopleTools 8.62.09

We are using PUM Image 55 to perform the PeopleTools upgrade. During the upgrade process, CA executes Data Mover. When the process reaches the PTSYSI.DMS script, it uses the PTSYS_U.DAT file for data import.

We encountered an issue when processing tables that contain language-related data.

For example, PSOPTNCATTBL currently contains only 8 rows in our environment, as shown in Figure 1. When Data Mover is executed, the log shows Import: 3 and Update: 8, as shown in Figure 2. However, the 3 new rows are not actually inserted into the table.

We checked the PTSYS_U.DAT file and confirmed that it contains 11 rows
