Why does PO_RECVACCR locks the closed receipts of no reason.

in Supply Chain Management - PSFT (MOSC) Question

I have noticed that the PO_RECVACCR process locks the closed receipts of no reason. There are 19 million receipts closed in our system. During month-end this PO_RECVACCR locks them by flipping IN_PROCESS_FLG = 'Y', PROCESS_INSTANCE = XXXXXX. In the program, it never even touch or consider them for processing.

Since there are 19 million receipts, we could see a severe performance hiccups during month end. I don't know or have a reason behind this logic. If someone aware of this, please let me know.
