Peoplesoft KK parent ledger not updating when loading a budget to child ledger

in Financial Management - PSFT (MOSC) Question

When I load an adjustment amount via Budget Journal Entry to the child ledger I get the error "Exceeds Parent Budget" when I post the journal. I have my user preferences setup correctly. What else is stopping me from updating the parent ledger?
