No spbat for Oracle Critical Security Patch Update for September 2026 ?

I downloaded Weblogic 12 patches from the following Oracle Critical Security Patch Update Advisory for September 2026 is available at:

https://www.oracle.com/security-alerts/cspusep2026.html

The below are the zip files

p39919632_141100_Generic.zip

p39919611_141200_Generic.zip

I noticed the size is smaller than usual and also there is no spbat files in these patches.

Is this expected ? for Sept 2026 we need to use opatch as opposed to spbat ?
